Job Summary: The Outpatient Program Director (OPD) has primary leadership responsibility for WestCoast's Outpatient Program ("the Program"). The OPD is responsible for ensuring the quality, appropriateness and effectiveness of services provided and for providing clinical and administrative leadership, guidance, and supervision to the Program. The OPD is also responsible for ensuring that the Program is well staffed, efficiently run, and enables the agency to meet its mission.




Reports to: Executive Director


Essential Job Duties:

Leadership & Program Development
• Determines long-term strategy of the Program in conjunction with the Executive Director.
• In collaboration with staff, identifies program needs, goals, priorities and service gaps.
• Ensures that Program goals are advocated and achieved.
• As a member of the Joint Management Team, ensures that Program needs and interests are adequately represented.
• Collaborates with other Program Directors, Executive Director, and other executive management staff to coordinate agency services and develop agency-wide policies and procedures.
• Works closely with other Joint Management Team members to identify opportunities for new or expanded programs as well as identifying potential funding opportunities.
• Provides leadership for the agency's strategic planning process. Identifies priorities for the Program in support of the agency's mission.
• Identifies and addresses Program training and development needs, in collaboration with Director of Research & Training.
• Identifies Program budgetary needs, in collaboration with the Finance Department.
• Provides leadership within the professional community, representing the needs and interests of the Program.
• Works closely with other agencies to identify opportunities for collaboration and coordination of services.
• Remains aware of trends, opportunities and challenges within the Program's client population by networking and attending county meetings.

Administration & Management
• Manages Program staff including Assistant Program Director, clinical supervisors, psychologists and master's level clinicians, and independent contractors.
• Monitors staff's clinical caseload and works collaboratively with the Intake Department.
• Responsible for the Program's budget.
• Identifies staffing needs and maintains responsibility for ensuring that the program is appropriately staffed. This includes but is not limited to hiring, compensation recommendations, development plans, performance improvement plans, performance goals and evaluations, and termination of staff when appropriate.
• Responsible for management of staff administration including: timesheets, expense reports, and PTO requests.
• Works with clinicians to ensure that caseload minimums are being met and program is meeting contract requirements.
• Responsible for ensuring that the Program meets all professional, legal and regulatory requirements.
• Ensures that the program staff complies with regulations and timelines of funding sources that include: Medi-Cal regulations (i.e., EPSDT, fee for service CCMHP and SFMHP) and other funding regulations (e.g., DSS contracts, sliding scale, grants), and WestCoast Continuous Quality Improvement goals and Quality Assurance standards.

Clinical Management
• Capable of leading or participating in clinical staffings.
• Provides back-up clinical supervision as needed.
• Able to provide crisis management, debriefing, and on-the-spot clinical consultation to clinical staff and supervisors.
• Meet monthly individually with clinical supervisors to ensure excellent clinical quality is maintained by clinicians.



Qualifications:

• Licensed psychologist with a minimum of three to five years of post-licensure experience.
• Minimum of three years experience in administration and management.
• Experience in working with diverse communities. Knowledge of multicultural issues including race, class, ethnicity, sexual orientation, etc.
• Demonstrated experience in working with children, adolescents and their families.
• Understanding of and versatility with a range of theoretical perspectives.
• Experience in collaborating with multiple agencies and working with youth in multiple systems.
• Excellent organizational, analytic, and leadership skills.
• Excellent interpersonal, communication, and writing skills.
• Experience in EPSDT Medi-Cal reimbursement, billing, and quality assurance regulations.
• Demonstrated experience in working within community mental health systems and DSS.

Outpatient Therapy Clinical Supervisor


Job Summary: The Clinical Supervisor provides clinical oversight and quality assurance to unlicensed staff clinicians, interns, and/or assessment therapists and is legally responsible for adherence to all applicable licensing, supervision, billing and documentation requirements. The Clinical Supervisor works with WestCoast Program Directors to identify policies, procedures, and training needs.




Reports to: Outpatient Program Director


Essential Job Functions:

• Provide direct, individual clinical supervision for pre-doc, post-doc, and other unlicensed staff.
• Provide ongoing, regular feedback and evaluation to supervisees on the quality of their clinical work. Solicit feedback from supervisees regarding supervision and whether needs are being met.
• Communicate any concerns about quality of supervisee's work to Program Director(s) in a timely manner and prior to communication with anyone other than the supervisee.
• Ensure that supervisee complies with all legal and ethical practices, co-sign supervisee's progress notes, clinical forms, and correspondence as a legal representative of WestCoast.
• Participate in and/or facilitate group supervision or case-conferences as required.
• Participate in WestCoast meetings, administrative program meetings and trainings as required.
• Provides annual performance evaluations of supervisee. (For interns, performance evaluations occur formally four times a year. Intern supervisors will also provide notes on training progress meetings, and have ongoing evaluation conversations with the Intern Training Program Director.)
• Adheres to requirements for supervisors as stipulated by WestCoast policies and procedures, Board of Psychology, Board of Behavioral Sciences, and the California Medical Board rules and regulations.
• Identify training needs to the Program Director.
• Assist in monitoring billable hours requirement. Provide support and training where needed to assist supervisee in meeting WestCoast billable hours requirement/intern case load requirements, charting, record keeping, and documentation standards, and all other quality assurance standards.
• Aid the supervisee to develop training/professional development goals for the year, and collaboratively monitor progress toward those goals.
• Performs other duties as assigned.


Education:

• Doctoral level degree in Clinical or Counseling Psychology, with California Licensure at the doctoral level, and minimum of 3 years clinical experience post licensure required.


Background and Experience:

• Minimum of 2 years experience as a supervisor of clinical work and/or psychological testing and assessment required.
• Demonstrated clinical experience with foster care, child protective services, community mental health, and/or community psychology models.
• Experienced in providing individual psychotherapy, parent support, and family therapy to children, adolescents and their families, particularly those in foster care, group home or residential treatment setting.
• Knowledgeable and flexible in working with students who are learning to work as therapists both in a clinical setting and in the community.

Relief STAT Support Counselor


Job Summary: Relief positions available to provide periodic coverage when full-time and part-time employees utilize vacation time and/or additional coverage is needed at the Assessment Center. Availability needed for days shifts.

The STAT Support Counselor works as part of a multidisciplinary team that includes STAT Clinicians, a STAT Support Counselor Supervisor, the STAT Program Supervisor, Alameda County Social Service staff, and the Assessment Center Public Health Nurse to provide comprehensive care, supervision, and assessment of children in a nurturing, child-friendly environment at the Alameda County Assessment Center. The STAT Support Counselor is specifically responsible for the basic care and supervision of children, ages 0-18, who are admitted to the Assessment Center after being removed from their home for reasons of abuse and/or neglect or who are changing placement within the foster care system. Children stay at the Assessment for up to 23 hours while they await placement in a foster home, in a group home, or with a relative. All job duties are completed with the intention of supporting and stabilizing the child, providing a comprehensive assessment, and preparing him/her for placement.




Reports to: STAT Support Counselor Supervisor


Essential Job Functions:

1. Actively contributes to the comprehensive assessment of the children as part of a the multidisciplinary team by:
• Observes and records children’s behavior and emotional and psychological states.
• Communicates observations verbally and in written format per program protocols.
• Maintains close communication with other Support Counselors, STAT clinicians, STAT Support Counselor Supervisor, STAT Program Supervisor, Alameda County Social Service staff, and public health nurse, paying particular attention to effective communication between staff when there is a shift change.
• Completes all required documentation in a timely manner using professional language.
• Participates in program and agency administrative meetings, group supervision, and professional development trainings as required.

2. Provides warm, nurturing, empathic support to children, including:
• Sets appropriate limits. Gives feedback as needed which is clear, specific, timely and respectful.
• Effectively communicates behavior choices to children, outlining positive and negative consequences of their choices.
• Adjusts communication to meet the child’s developmental level and style of communication.
• Models healthy interaction and respectful communication.
• Communicates constructively and problem solves collaboratively and effectively.

3. In collaboration with other Assessment Center staff, provides crisis intervention and de-escalation intervention when needed.

4. Conducts intake with children who are brought to the Assessment Center.
• Makes sure child understands purpose of being at the Assessment Center and what will happen during child’s stay.
• Conducts inventory of child’s belongings and secures any valuables that the child has with him or her.
• Takes picture of child
• Conducts brief health screening in absence of nurse.

5. Assures children’s basic needs are met including meals, hygiene, and sleep, including:
• Fixing a child’s meal
• Bathing a child or monitoring a child’s shower according to child’s age and ability
• Changing a baby’s diaper
• Getting a child up in the morning.

6. Administers medication in an accurate and timely manner.

7. Monitors activities and whereabouts of children at all times.

8. Engages children in age appropriate activities.

9. Maintains a clean, attractive, physically safe environment, including:
• Washing a child’s clothes when needed
• Washing sheets
• Putting away folding beds
• Vacuuming the carpet
• Putting away toys, games, and craft materials used by children.
• Maintenance of all living spaces, including kitchen.

10. Responds cooperatively and flexibly to changes in shift schedule, need for additional shift coverage, scheduling or re-scheduling of meetings
• Complies with all WCC policies, procedures, and deadlines.
• Works proactively with supervisors and program director to ensure the quality and strength of the program.

11. Provides support functions (e.g., answering the phones, greeting facility visitors, filing, etc.).

12. Completes additional tasks as requested or assigned.



Qualifications:

• Minimum bachelor’s degree – preferably in psychology, social work, education, child development, or another social science. Master’s degree preferred.
• Prior experience working with children in a residential treatment setting is preferred.
• Comfortable working in a multicultural/diverse environment.
• Sensitive to issues of race, class, and ethnicity.
• Able to work independently and collaboratively as part of a multidisciplinary team.
• Communicates effectively both verbally and in writing.

• Maintains clinical caseload minimum (9-11); meets billable hour goals as set by the agency.
• Provides individual psychotherapy to children and youth, family therapy, and parent guidance to foster parents and other caregivers as necessary.
• Provides services at WCC program sites and in the community (youth's homes, communities, other agencies, and schools); local travel is required.
• Collaborates with other professionals within WCC and partnering agencies to ensure the highest quality of service to WCC clients.
• Makes collateral contacts on behalf of clients as needed.

Staff Accountant

Job Summary: The Staff Accountant is responsible for processing a variety of accounting transactions in the Sage MIP accounting system. Responsibilities of this position will include accounts payable processing, bi-monthly payroll through ADP, recording monthly billings, preparing general ledger entries, producing monthly financial reporting, and supporting the annual audit and tax preparation.


Reports to: Director of Finance & Accounting


Essential Job Duties:

• Responsible for accurate accounting records, reconciling all trial balance accounts, bank and credit card statements, and subsidiary ledgers.
• Maintain fixed asset ledger, prepare depreciation schedule/entries, and perform periodic physical inventories.
• Prepare schedules for accruals, prepaids, and capital leases.
• Processes vendor and subcontractor invoices; reviews and schedules payment of all agency expenses and costs.
• Records all monthly billings, processes cash receipts, and assists with the accounts receivable reconciliations to the sub-ledger systems.
• Prepares and processes monthly journal entries and maintains journal entry log with all supporting documentation.
• Allocates expenses to the appropriate program, departments and/or grants.
• Processes expense reports, ensuring compliance with WCC expense policy.
• Reviews timesheets for accurate allocation to programs and processes bi-monthly payroll through ADP systems.
• Prepares monthly financial reporting packages as defined.
• Support the annual audit and tax preparation by an external accounting firm, as required.

Qualifications:


• Bachelor's degree in Accounting or Finance with 3 years experience in accounting, preferably in the non-profit sector.
• Solid understanding of general ledger, accounts payable, accounts receivable, billing and payroll systems.
• Experience with accounting software packages, preferably Sage MIP and ADP's EZLabor and HRB systems.
• Thorough knowledge of all aspects of the accounting cycle and accounting rules (GAAP/FASB).

Essential Job Duties:

• Provides direct, individual clinical supervision or consultation for clinical staff (licensed and unlicensed).
• Provides ongoing, regular feedback and evaluation to clinicians on the quality of their clinical work. Solicits feedback from clinicians regarding supervision/consultation and whether needs are being met.
• Provides weekly case conference group for TAYS clinicians.
• Communicates any concerns about quality of clinician’s work to Program Director(s) in a timely manner (and prior to communication with anyone other than the clinician).
• Ensures that clinician complies with all legal and ethical practices; co-signs unlicensed clinician’s progress notes, clinical forms, and correspondence as a legal representative of WCC.
• Facilitates group supervision or case-conferences as required.
• Participates in WCC meetings, administrative program meetings and trainings as required.
• Completes 90 day and annual performance evaluations of clinicians.
• Adheres to requirements for supervisors as stipulated by WCC policies and procedures, California Board of Psychology, Board of Behavioral Sciences, and the California Medical Board rules and regulations.
• Identifies training needs to the Program Director.
• Provides support and training where needed to assist clinicians in meeting WCC billable hours requirement requirements, charting, record keeping, and documentation standards, and all other quality assurance standards.
• Aids the clinicians to develop professional development goals for the year, and collaboratively monitors progress toward those goals.
• Other duties or projects as assigned by the Program Director.



Qualifications:


• Doctoral degree in Clinical Psychology with California Licensure, and minimum of 3 years clinical experience post CA licensure required.
• Minimum of 2 years experience as a supervisor of clinical work required.
• Demonstrated experience working with and/or supervising work with sexually exploited and high-risk youth and transition aged foster youth.
• Demonstrated clinical experience with foster care, child protective services, juvenile justice, community mental health, and/or community psychology models.
• Experienced in providing psychological services to clients who have complex, multi-problem histories; experienced in providing parent support, and family therapy to children, adolescents and their families, particularly those involved in the juvenile justice system, foster care, group home or residential treatment settings.
• Knowledge of child and adolescent development, trauma, chemical dependency, dual diagnosis, and sexually exploited minors.
• Competent in working with the psychological issues related race, ethnicity and class.
• Able to work effectively in an organizational setting; understands how to utilize the chain of command to resolve problems and bring program development ideas forward; is able to proactively collaborate with other supervisors, consultants and program directors to ensure the best possible training for clinicians and service delivery for clients.
• Excellent interpersonal, communication and writing skills required.
• Knowledge of MediCal reimbursement, billing, and documentation policies and procedures.

Assistant Director of Training

Job Summary: The Assistant Director of Training is responsible for the implementation of WestCoast Children’s Clinic’s clinical training and professional development program, policies and procedures. The components of the training program include continuing education, clinic-wide workshops and program specific presentations. The role also provides program promotion and oversight, recruitment of qualified presenters in accordance to training plan and goals, and the administration of the professional development stipend program. C-Change Clinician

Job Summary: The C-Change Staff Clinician provides mental health screening and support to sexually exploited youth. This position will identify mental health needs and facilitate accessing resources and services to referred youth; maintains a safe and supportive environment for youth, motivating them to explore and accept alternatives to street life. The position will work with the C-Change clinical team to develop and provide trainings on best practices in working with sexually exploited youth.


Reports to: Transition Age Youth Services Program Director


Essential Job Duties (including but not limited to):

• Maintains a caseload of approximately 8-12 youth; meets billable hours goal as set by the agency.
• Provides mental health screening to assess cognitive, emotional and social functioning and needs; facilitates the identification and engagement in mental health services.

STAT Clinician

Job Summary: A WestCoast Children’s Clinic (WCC) STAT Clinician provides mental health Screening, Stabilization and Transition (STAT) services to children as they enter the foster case system in Alameda County. This includes completing a mental health screening and assessment of every child who enters the foster care system and brief transition services to help children adjust to placement in foster or group homes. The STAT Clinician is also legally responsible for adherence to all state provider billing and documentation requirements, and works with the program director to identify policies, procedures, and training needs. STAT Assistant Program Director

Job Summary: The STAT Assistant Program Director assists the STAT Program Director in planning, implementing, overseeing, and coordinating WestCoast’s STAT Program and provides clinical oversight and quality assurance to program staff.


Reports to: STAT Program Director


Essential Job Duties:

LEADERSHIP & PROGRAM DEVELOPMENT
• Insures that STAT program goals are promulgated and met.
• Assists Program Director in identifying program needs, goals, priorities and service gaps.
• Assists Program Director in identifying training needs and program development opportunities.

PROGRAM OPERATIONS, ADMINISTRATION & MANAGEMENT
• Oversees the day-to-day delivery of STAT services at the Alameda County Assessment Center, including the work of clinicians, support counselor supervisors, and support counselors. Provides consultation and direction to STAT staff on a daily basis.
• Monitors quality and timeliness of STAT clinicians’ screening/assessment of children and consultation with county social workers and other collaborating professionals.
• Monitors clinician caseloads and ensures that cases are appropriately assigned.
• Maintains collaborative relationships with Alameda County Children and Family Services and Alameda County Behavioral Health Care Services. Attends meetings as assigned by the STAT Program Director.
• Consults with Alameda County Children and Family Services staff regarding complex clinical cases and challenging systemic issues.
• Ensures effective collaboration among STAT staff, Alameda County Children and Family Services staff, Public Health Nurse, and other providers at the Assessment Center.
• Provides direct supervision to Support Counselor Supervisors including annual performance evaluations
• Oversees staffing at the Assessment Center including: 1. Scheduling of clinician, support counselor and support counselor supervisor shifts. 2. Hiring and performance evaluations of support counselor staff.
• Carries out other duties or projects as assigned by the Program Director.

CLINICAL SUPERVISION
• Provides direct, individual clinical supervision for unlicensed staff or consultation for licensed staff as assigned by Program Director.
• Provides ongoing, regular feedback and evaluation to supervisees/consultees on the quality of their clinical work. Solicits feedback from supervisees/consultees regarding supervision and whether needs are being met.
• Ensures that supervisee complies with all legal and ethical practices, co-signs supervisee’s progress notes, clinical forms, and correspondence as a legal representative of WCC.
• Conducts annual performance evaluation of supervisees/consultees.
• Participates in WCC meetings, administrative program meetings and trainings.
• Adheres to requirements for supervisors as stipulated by WCC policies and procedures, Board of Psychology, Board of Behavioral Sciences, and/or the California Medical Board rules and regulations.
• Provides support and training where needed to assist supervisees in meeting WCC billable hours requirement/intern case load requirements; charting, record keeping, and documentation standards; and all other quality assurance standards.
• Assists the supervisee in developing training/professional development goals for the year and collaboratively monitors progress toward those goals.



Qualifications:


• Licensed psychologist, marriage and family therapist, or clinical social worker with a minimum of three to five years post-licensure experience preferred.
• Demonstrated experience in administration and management.
• Minimum of 2 years experience as a supervisor of clinical work and/or psychological testing and assessment required.
• Clinical experience in a milieu setting (e.g., residential, day treatment, shelter, psychiatric hospital)
• Clinical experience doing crisis assessment in a psychiatric hospital, psychiatric emergency service, or other crisis intervention program highly desirable..
• Experience providing individual psychotherapy, parent support, and family therapy to children, adolescents and their families, particularly those in foster or group home care.
• Demonstrated clinical experience with foster care, child protective services, community mental health, and/or community psychology models.
• Experience in working with diverse communities. Knowledge of issues of race, class, and ethnicity.
• Able to work effectively in an organizational setting; understands how to utilize the chain of command to resolve problems and bring program development ideas forward. .
• Excellent organizational, analytic, and leadership skills..
• Excellent interpersonal, communication, and writing skills.
• Knowledge of community mental health systems and the delivery of mental health services in community-based or mobile settings as well as clinic settings.
• Knowledge of community resources, particularly in Alameda and Contra Costa Counties.
• Knowledge of or willingness to learn MediCal reimbursement, billing, and documentation policies and procedures.

PHYSICAL REQUIREMENTS:

• Ability to stand, walk and drive as needed throughout the day.
• Ability to sit and use computer workstation, including keyboard and visual display terminal, for extended periods of time.
• Finger, hand, and wrist dexterity.
• Ability to complete tasks in an environment where interruptions are the norm and background noise is present.
• Ability to move throughout buildings commonly including stairs, between buildings, and out in the community.
