Stacey A. Katz, Executive Director
Dr. Stacey Ann Katz received her MA in counseling psychology from the University of North Carolina, Charlotte then went on to receive her doctorate in Clinical Psychology from the California School of Professional Psychology. She has worked with foster youth for nearly 20 years; beginning as a Residential Counselor in North Carolina, to Clinical Director and later Executive Director at Bay Area Youth Centers, in Hayward, and as the Co-Founder and Executive Director for Real Alternatives for Adolescents, the first Transitional Housing Program for foster youth established in Alameda County. She has previously served as a member of Board of Directors of the Alameda County Foster Youth Alliance. Dr. Katz came to WestCoast Children's Clinic as an intern in 1995, and completed both her pre-and post-doctoral training. She returned part-time in 2000, as the principal author of The California Endowment grant that established WestCoast's Foster Youth Development Program. In 2003, she became the Executive Director. In addition to her duties at WestCoast, Dr. Katz maintains a private psychotherapy practice with adolescents, adults and families in Berkeley.


April D. Fernando, Director of Research and Training
April D. Fernando received her undergraduate degree in psychology from the University of California, Berkeley and doctorate from the California School of Professional Psychology. Her affiliation with WestCoast began in 1990 as a predoctoral intern. She completed an APA accredited predoctoral internship at UC Davis Counseling Center in 1992, where she was subsequently hired as a staff psychologist and ran a peer mentoring program. Dr. Fernando returned to WestCoast as a clinical staff member in 1995 and later became the Training Director (1999-2004), served as the Clinical Director (2004-2007), and is currently the Director of Research and Training. Dr. Fernando has focused much of her professional career on the professional development of psychologists, and has been involved in psychology training on the state and national levels. She was previously an associate professor at Holy Names University for 10 years, teaching courses in clinical and counseling psychology. Her other professional interests includes child psychoanalysis and ethnic identity development. She maintains a private practice with children, adolescents and families in Berkeley.


Jeffrey Wands, Chief Financial Officer
Jeff Wands joined WestCoast in February 2010 as the Director of Finance and Accounting and became the CFO in July 2011. Prior to WestCoast, Jeff held a variety of positions in both not-for-profit and for-profit organizations on the East coast, including the CFO of the CT Humane Society and VP of Finance/interim CFO of Kelson Physician Partners, a pediatric practice management company. His work has allowed him to develop extensive experience in accounting, financial analysis, budgeting and forecasting, strategic planning, mergers, and system implementations. Additionally, before moving to California, Jeff worked for the Charter Oak Cultural Center, where he was able to support his passions for community based work and supporting the development of youth programming. He has also spent several years teaching yoga to both children and adults.


Mary Tanner, Director of Human Resources
Mary Tanner joined WestCoast as Director of Human Resources in 2010. Ms. Tanner received her undergraduate degree in Human Biology from Stanford University. She has extensive human resources experience spanning over 20 years, including Vice President roles with Sharper Image, DFS Group- a division of LVMH, Ross Stores, and PlanetOut. Her areas of responsibility have encompassed leadership development and training, recruitment and retention, employee relations, compensation, benefits, payroll and budgeting, Ms. Tanner has been an active volunteer with a number of non-profit organizations, including a role with the Human Resources Committee for the Boys and Girls Clubs of the Peninsula.
